Android Question Uninstall Apk

Hi all.
Someone knows some permit that prohibits an uninstall apk ??

Example :

The button "Uninstall" is so for two reason.
1) Apk is "App system" or
2) You install Apk as Administrator

Now the question... is possible, example permission or another way in manifest or code that produce this effect
