ain't there a risk to use firebase with Google being banned/blocked in some countries?

Can't say that there is any problem. Check the Google Transparency Report https://transparencyreport.google.com/traffic/overview
If Google services will ever get blocked somewhere else it might be in Russia. So, if your app is not specially meant for russians and chinese there is no problem.

China is a large crowd but as they can't reach google play either you'll need to publish on alternative stores aswell
(but then admob won't work either if you rely on that for $€...)

That means nothing if you are not ready to compromise your apps privacy for possibility to get more earnings.
Although there is huge amount of potential users in China, there is also matter of spying of there citizens.
Most of the major apps that want to continue in China have to leave backdoor for chinese authorities. That is not what many of the developers are ready to do.
