Android Question WEB RTC

I refer to the example of web rtc in the following link:

the example opens a demo session where the video and data is sent to where it is sent. what information should be added to help one device sends to another device, i.e. making it a real video chat?

I'm not an expert with WebRTC however I believe that it is the server responsibility. The client code will be the same.
