B4J Question WebCam Image directly to internet

Hi,
I want to send an image made by my WebCam ( Logitec HP 720 P) directly via WiFi or internet to my Samsung phone. So without storing it into a file and sending that file. Is that possible and if so, what tools exist to do that?

Even more interesting for me is to send the video made by WebCam at at most 30 fps directly to the Samsung. Is that possible too and how?

At first glance, one solution is to stream the mjpeg Webcam images and use [B4X] [class] MJPEG decoder (https://www.b4x.com/android/forum/threads/b4x-class-mjpeg-decoder.73702/) to display on Samsung phone.
Don't know if Logitech included such software for streaming with hd webcam on Windows; if you google, you can find solutions with Linux and RPi.

Also you can use B4J to save the image with this class https://www.b4x.com/android/forum/threads/class-webcam-capture.53211/ and configure a http server to display the image
