Android Question Webview working with http but when change to sdk 28 the it gives error

Dear Sir
I am using webview to see webpage HTTP://.... it works ok with SDK 26 but when it changed to SDK 28 it not loads pages from HTTP:// but other sites with https:// ... are ok, Is any way to see a web page with HTTP:// google not allowed to upload file less than SDK 28 version
