iOS Question What suppose I do to register the file certSigningRequest?

Apple has changed the way to register the file and I can't find the right way.
Can you help me?

You need to upload it when asked for a CSR file.

but probably something went wrong (I can't see the charge on my credit card)
Is there a list to see if I'm a devoloper?

It can take a few days for the order to be processed. They should send you an email with an activation code.

Based on the screenshot you haven't yet joined the developer program.
