Java Question when i make library,always have GBK encode error

make jar file no error,but cannot make xml file now,
always have GBK encode error,the source i have change to UTF-8,and change the IDE setting same.
i have success generate .xml file follow the YouTube video,by test simple code.so all setting is correct.

How to do?
maybe i try change IDE?
can i use Android studio,instead eclipse?

Additionally i do not understand your question at all.

If you mean Chinese characters. It helps for me if i remove ALL chinese Characters (even in the comments) from a source to be able to compile it.

thank you ,i use notepad++ convert text to ansi(before was UTF8), after no problem .
