Those ranges are just to keep the number of downloads "even" across the board, it makes sense, however, the only number that matters is the ACTIVE USERS number which every developer can see on the developer's console.

Unfortunally, I don't understand "across the board" (NJDude, you MUST learn Italian ).

So, Google should publish that ACTIVE USERS number (too?)

Across the board means in this case every developer shows the same ranges (1-5, 100-500, etc).

Ah, ok.

And set the ranges (i'm sure Google don't makes this manually!!!) 1-2, 100-200 could be too onerous for their servers? I highly doubt it
