Android Question Looking for ANPR library B4a

Hi : Iam looking for ANPR Library for plate recognition that work offLine without internet and b4a compatible, It can be free or with monetary charges (payment). I tested AutoLicense Plate Recognition 1.0 but its take over 30 seconds to get results, and in some other cases a character from the physically plate is not processed correctly. Is there a new version of AutoLicense Plate Recognition.jar ?,, or is there another library similar ? thanks very much for your advise
