I would like to create a function that when I press on a button (talk) sends a call request to the assigned cell phone, is it possible?

Good question, I need a database (sqlite) and through an interface can send a call request to the mobile.
The idea is to hook the mobile phone to the PC via Bluetooth and once it is associated it is used for sending text messages and calls and other possible operations

Erel thank you but I can't figure out how to use the MQTT class you are proposing, I have to create a click that copies the phone number on the card and tells the associated mobile phone to make the call, the call is obviously managed by the mobile: - )
