Android Question Can't start emulator. Platform drop down is blank

Hello
I thought I had installed everything I needed but I can't start an emulator because the platform drop down is blank. I have followed what I thought was the correct tutorials but I am stuck. How do I find out what is wrong?

And now I seem to have completely messed up my install, I can't run anything now:
(AndroidX SDK)

Linking resources Error
res\values-v20\theme.xml:6: error: style attribute 'android:attr/windowOptOutEdgeToEdgeEnforcement' not found.
error: failed linking references.

I suggest to install all new.

Good call. I have everything working now, including the emulator. Ho hum...
