Android Question Develop a Server-App for a mobile when the mobile in not in a LAN/WLAN

Hello,
the CCTV-Code works fine when then Smartphone (that works as Camera-Server) is connected in a LAN/WLAN
When the smartphone (camera-server) is not connected to a local networt (router) there is no connection possible via browser.

Is there a way to connect to such a phone, when the ip is known?
Or is something like that not possible in principle?

Connecting to a mobile device over the internet is impossible. It is possible but not very useful to connect to a mobile device that is connected to a local network, with a very specific configuration.

A possible solution is to send the stream of images to an online server and connect the clients to this server.
