Android Question Does not need special access

Hey Guys

I am new to this - an old hand at VBA. So this is very good. I have a problem. I have included in the code the ContactsUtils project and created the dependency on RuntimePermissions library, but when installing it is not telling me the app needs any special permissions and when I launch it, the app crashes because it is unable to read from the contacts on the phone.

What have I done wrong please?
