Android Question dynamic button panel

I need to create a dynamic button panel, which display tool I can recommend?

If it should look similar to the image... a simple panel, adding and removing buttons when you need! What else? (i'm not G. Clooney)

But on mobile devices, perhaps it would be better to use some kind of list, is not it?
