Bug? Error in Designer when save new file

Hi Friends

Every time I select the option menu for Save or Save As, get the error
Cannot create a file when that file already exists.

I am sure that the file name not exists, because I am creating a new file,
Anybody can help?

Is it possible that there is already a read-only file with that name?

No, sure no, I invent names for test,
sometimes this error happens,

I never encountered this issue. It seems like there is another process that locks some of the files (maybe source control).
