Android Question For a web project

Hello,
I want to do a project: drive my Android tablet through the web.
For example to control this or that function of my tablet into B4A application,
remote control the camera, send or receive text, all this
by Internet. What are the possibilities, the technologies available,
achievements already made with B4A? I am in France and has a "livebox"
(connexion between internet / wifi),
if that can help me find an existing solution or should I move to another solution?
Where to do look in the forum?

Ok I have try the program HTTPServer, it works well locally, but how can I sûre it works also outside, it mean with other Personal Computer,
in long distance, in another place?
The command stay the same ? 192.168.x.xx.5555 ? or it is another one?
