Android Question Google has announced a new identfier called app set id

I have seen today a new identfier that Google claims it will help to prevent the fraud.

Is this identfier can be used to uniquely identify a user?

This is only useful if you have multiple apps installed on the same device.

For a single app it isn't better than assigning a random value on the first run.
