iOS Question iAd integration problem

Hi,

I'm trying to integrate iAd in my app. I agreed to Apple's terms in iTunes Connect and set all the bank and tax details. However, when I go to iAd Network section there's an error:

iAd Network is temporarily unavailable.
Sorry: We were unable to locate information relating to your account. Please try again later.

I need to be approve to use iAd? Does my app need to be live on Appstore? Thanks.

No.

Have you agreed to the agreement after you press on the large iAD button?

I agreed the agreement already. Now when I press on the large iAD button it moves to iAd Workbench and there's new page with 2 options:
1. Tap into a powerful audience.
2. Monetize without compromise

I press on option 2 but it shows "Error. iAd Network is temporarily unavailable"
