Android Question Jar file missing in library package.xml

After upgrading to v 8.80 I had not much time to work on my projects, but since some weeks I started again.
The error message I get is: Jar file missing in library package.xml
I checked the path configuration and all seems to be OK: C:\Android\android-sdk\platforms\android-17\android.jar
I followed the advice to reinstall the sdk-tools, but nothing changed.
What I cán do is: debugging via B4A-bridge, but release is not possible.
What to do?

This is never OK.

Using a uptodate SDK and the B4A SDK Manager you do not have an api 17 Android.jar. Instead you´ll have and use Android.jar from api 28.

You are using an OLD SDK. I suggest to setup a new SDK. Follow the Instructions carefully.

Aehm, why not update to 9.5 directly if you do a update?

There is no log. The error is reported directly after starting the IDE.

After reinstalling the SDK just a second time, I finally succeeded, without knowing what went wrong the first time.
Such is life?

I have the same issue even after repeating the download for jdk-11.0.1.zip and resources_06_21.zip, and then reinstalling both.

Any suggestions please?
