Android Question Make a call using speech recognition?

I think the answer is no but anyway, is it possible to type a text message (or use an existing short text) and have it spoken during a call. The point would be to allow a deaf and dumb person to call for help when a SMS is not possible?

You can use TTS while there is a call. Set the speaker on so the microphone will capture the spoken text.
