Make an app with full sms functionality.

Greetings!

Can basic 4 android build apps that can send sms, recieve and intercept sms from a specified number without having to display it and then execute functions depending on parts of the content of the incoming sms?

I want to build an app that sends commands to a remotely controlled gate system. When the app is started it will send a status request and then recieve an sms with the current status, analyze that sms and properly display them in the app by changing the state of a set of buttons.
