Wish Manifest Editor Command Line Description

Whenever you hover the mouse over a command line, a description /explanation of the command line will appear. Some commands are self explanatory, but some are not.

Note that the description is currently available in the autocomplete list:

I open the manifest editor, start typing and never see the autocomplete list in either V3.82 or 4. How do you display the autocomplete list in the manifest editor?

Just type, the tooltips will show up.

That is precisely what I did. I started typing say set for example. no tool tip appears on the screen. very odd. I do not know if anyone else is experiencing this.
