iOS Question Maps in mobile applications

Hi,

As my question on using OSM on iOS remained unanswered I'm looking for some alternatives.

I would like to write an app (for Android and iOS) that displays a local map without needing a constant data connection, something similar as a local GPS navigation app (but without the routing calculation algorithms) .... what would be my best approach ?

Thanks

4WD's and hikers used to scan their paper maps to an GIF or JPEG, and note the lon-lat coordinates of two or four corner pixels either in an accompanying descriptor file or within JFIF comments or similar.

Thanks, for a larger area unfurtunately it becomes hardly usable. I would also like to rotate the map (on the fly) to match the moving angle...
