Android Question Monitor external processes memory (or) cpu usage ?

Hello,

I need to detect some usage of external processes on Android like memory and/or cpu usage.
How to access to this kind of information ? Like a list of all process and for each the usage data.

It is possible to get some information using UsageStatsMonitor: https://www.b4x.com/android/forum/pages/results/?query=usagestatsmanager
However without a special permission, it will only return the stats of the current app.
