Monitor external processes memory (or) cpu usage ?

Hello, I need to detect some usage of external processes on Android like memory and/or cpu usage. How to access to this kind of information ? Like a list of all process and for each the usage data. Thank you.

thats aint my answer. i want to make an app that detect the usage of hardware and depending on that do stuff. ive seen the heap memory and things like that. but most of phones these days have more cpu and gpu problem than ram memory.
ive searched so much with so many keys. still found nothing
