Android Question Play app signing help needed please

My app is existing.
I created a bundle for the first time and tried uploading to get the following message and could not proceed.


I downloaded pepk.jar to c:\
I copied my key file tonyxxxx.keystore to c:\
just for simplicity

I run and get the following error:

Yes have looked there, have looked at tutorial, have searched and read as much as I could but can not find result.
I know I am using correct password for my keystore. If I use wrong password it doesn't go on to ask for second password for b4a

I'm stumped
I've also looked elsewhere this is the latest command I tried with same result.
C:\>java -jar "c:\pepk.jar" --keystore="c:\TonysKey.keystore" --alias=b4a --output="c:\larakey.pem" --encryptionkey=eb10fe8f7c7c9df71....
