I "fear" that he meant he did not have a public IP at all (I think to have read that some ISP does).

like @moster67 said, you could've used a free service like no-ip.com to translate you dynamic ip address to a dns name.
overhere a fixed ip is overpriced for what it is.
unless you prefer an ip-address which changes from time to time. Don't know why really but recently I have been using a VPN - in this way my IP alters frequently and a trace would show that I was on a world-tourthen there is no reason to think about it!

It depends...but normally yes.With VPN do you have a "variable" IP?
