Bug? resources.zip from B4A download page still contains SDK 28

Given the SDK 29 compliancy requirement from the Play Store, resources.zip should be upgraded to android-29 or android-30

Note that there is no relation between android.jar and targetSdkVersion.
It will be updated in the near future.

I couldn’t use the manifest fix for storage access until I switched from android.jar version 28 to version 30
