is there way run program with hidden window. but when it get some job (from xml ) show window over all open application (game, web, mail) like widget

i have rom of my device and i can put in rom.

I mean is not service because you said me there is no chance open some view for services.

thats way i am looking for something like this ;

there ll be webservice. client ll check web service every 10 min.

when client get new promotion i need to show to him banner of this promotion. and also he can click and visit this link.

of course it ll be great i can push this view(banner) center of screen no matter which programs run (gmail, sms, any game)

You can start an activity from a service. You can create make it look like a floating dialog by making the activity transparent.
