Virtual Device Manager question

I have a Samsung tab 7 with special settings AVD from Samsung and that fits fine
When I make a 7 " with 480x800 scale = 1 (160dpi) it don't fits.
Now that is not really a problem but when I make a 10 " 800x1280 scale 1 it seems to make it 4x larger than the 7" Samsung,
I cannot check because I don't have a 10 " but 4 times greater than 7 does not seem correct.
How do I spell an appropriate 10 "on ADV?

I do not know where the mistake is
But the abstract design is bigger then the Samsung tab 7 with special settings
