Android 2.3 Option Bar settings and search

On my Kindle Fire and my Samsung Galaxy S II, there is an option bar that docks to the bottom of the screen. Is there a programmatic way to fill in the options or respond to the search key press? In my app, I would like to use the extra settings of the option bar to allow the user to navigate my app.
