iOS Question buy apple developer account

I have been buying the developer account, but it has been rejected several times, I have tried with different credit cards and nothing. I wrote to apple support staff and it is the bank and the bank that is their problem. I want to learn this beautiful platform but I couldn't start.

I have not been able to create the provisional certificates, I have read that with xcode +7 it can be developed without the need for a developer account, who know if it can be done here since I have my android app 99% and I want to migrate it to ios. that they recommend to me to be able to start the program in b4i.

But, if you have an Mac, you can develope on the simulator without an account, the downside is, you can't test it on a real device.
But to bring the app to a certain level this should be enough.
So you have more time to think about which credit card you use to pay.

With, b4i in mac?, I have b4i with hosting builder. This licence applicate for Mac b4i? thanks for your response.

B4i runs on Windows, however if you have a local Mac then you can run the builder component on the Mac instead of using the hosted builder. This will allow you to develop with the simulator.
