How do you edit a Lib File? I see if I double click on it, it does not open in B4A. And opening from the B4A file menu it is asking for .b4a files.

You need to be much more precise.

What exactly do you mean with "Lib file"?

Are you talking about *.b4xlib files? Rename it to name.b4xlib.zip
OPEN that zip file then and check the content. You also can extract the source, edit it, put the file back to the zip and rename it back to name.b4xlib.

Note:

If someone else is searching for it, it will not work if you try to compress the file, you have to compile it again using the command explained in this post:
