You need to download bundletool.jar and put it in <android sdk>\tools\bin

Did you copied the file to the sdk tools\bin folder?

You are using an old version of Android SDK. Maybe you downloaded a new SDK but haven't configured the IDE to use it (Tools - Configure Paths - android.jar).
