B4J Question Recommended way to design webapp layout

I've finally managed to get both HelloWorld and the default GuessNumber webapp working. I noticed to my surprise that, unlike other types of projects, there is no layout file.

For a real world webapp, what's the best way to design webpage layouts? Is there any existing tool?

Since you are able to get the Hello world working, that's the first step.

If you are comfortable with HTML and CSS, you can also use it. There is some learning curve to it though
