Android Question Welcoming - help page

Hi
I saw few app that when you open it for the first time, it give cool welcome screens (that you move between the help screens - slide left to right, with the "dots" in the bottom - not tabs in the upper of the screen)
is there such library for that?
second question with all the new restrictions, what is the best way to write the code, if someone already open the app, so I will not show him the welcoming screen again
