They should be checked automatically when you open B4A Sdk Manager. Make sure to use B4A v9.8.

Have you waited after opening the AVD manager the orange progress bar at the botton finished?
I think you can't see the platforms until the manager checks the updates

Have you started with a new empty folder when you downloaded the SDK?

Yes, create folder C:\Android and copy to it jdk-11.0.1 + Android SDK + Required Resources

Might be a network problem that prevents the SDK manager from finding all external resources.
