It looks like a combination of a sticky header and a pull-to-refresh, so I think that you can do the same thing with the latest version of ULV. Place a panel above your list and set its height to the height of the first view of the list (dynamically modified by over-scrolling).
I tried the demo of this ActionBar and it has obvious bugs (I cannot see the first items of the ListView on my Nexus 7 and pressing the button does not open the drawer). Apart from this, it's a cool effect.
