Android Question How do i enable Smart popup permission?

Hi, I have a Samsung device and I noticed that there is a function called Smart Popup. I want to implement that function in my app but I don't know what permission to use.
Also whatsapp and Amazon enabled smart popup automatically

Can you help me?
