Previously, Erel's " Google Play App Signing" was not complete enough.
1.Must Download and install Oracle JDK 8 ,NOT "Download the zip and unpack it. ", Installation is required.!!!!
2.java -jar pepk.jar --keystore=c:\**.keystore --alias=b4a --output=c:\**.pem --encryptionkey=eb10fe8f7c7**

So there is no problem.
