I suggest you perform all updates, this maybe the reason why the install in not working correctly. I know that when every I get a new machine I perform all updates as I know from experience that stuff just wont work.
For the price of these tools i'd be surprised if pretty much everyone didn't buy it (b4w). But quite honestly with apps like bluestacks, i'm not sure you really need to "port" to windows specifically. I guess it depends on what you're doing.
But before embarking on a b4w i think it would be wise to create one cross platform ide/language.
Ha, you copied my code !! that was also my first app. I would recommend that you get familiar with using blend as it is much better the inuild designer.
Sorry to bump this thread up, but i was wondering if anyone knows that the rumors about Win10 phones that can run android apps are true? or even if these are not true, apps designed with B4J could? Both? B4I, B4A and B4J?

from XDA-Developers actually you can install android apps in Win 10 Phones, It is not an easy process (for now) and several apps will crash on start up (mostly the ones that call native hardware apis).
