WinME - the king of Blue Screen ...Windows 3.1... was the best... before that I was using the shell of DR-DOS (the big enemy of MS-DOS)
Anyone remember... the tries to use the "extended" memory up from the limit of 640KB??? and send the OS to a higher memory of 64KB... himem.sys, emm386, qemu?
we had problems for nothing... oldie goldie ages..
I think the most important is the security and the upgradeability (the updates will not stop at 2025)... every new system is more secure than the old...

I believe the license must be more expensive and targeted for companies who can afford.
Of course it can run on PCs but it may not suitable especially due to hardware drivers, software support and user interface design.
Sharing my experience with Windows 11:
( Got it pre-installed on my new Inspiron 16 plus)
1)B4X (B4A,B4J,B4R )works flawlessly : using Java 8
2)MQTT works fine
3) Many EDA tools work fine
One month usage and no crashes so far.
I have used Windows 7 before shifting to Windows 11.
..running on ThinkStation P340 core i9 - it came with Windows 10 but I upgraded to Windows 11 (zero problems, totally automatic).
So far everything seems to work well, no crashes or incompatibilities. B4A, VS2019 all good.
Last week I got the Windows Subsystem for Android running (following the instructions elsewhere on this forum) - pretty straightforward.
Works well with B4A - my apps worked first time.
After such a long, eye opening relationship. I am no longer interested in you. After some sleepless nights, numerous crashes, almost heart stopping episodes. We are done!!! I'm going back to my ex.
I've recently updated my main computer to Windows 11. As I like my taskbar to be on the right side, I've installed an alternative taskbar named StartAllBack. It works very good.
This is really annoying. Not sure anyone has the same experience as mine. Every time I log in to Windows after shutting down, my desktop icons appear not as before I shut down my Windows.
Edit: Changing the regedit entry doesn't work for me. So I "fixed" the problem by downgrading the screen resolution from 1366 x 768 to 1280 x 720.
